The Appointments in Detail

Thorsten Frei, current chief of the Federal Chancellery, takes over as head of the CDU/CSU parliamentary group, replacing Jens Spahn.

Nina Warken succeeds him as Federal Chancellery chief. Merz had wanted this appointment since July 21, 2026, but Warken initially hesitated for family reasons, according to the dpa news agency.

As head of the Frauen Union—the organization representing women members of the CDU and CSU—Warken had successfully shepherded the cost-savings package for statutory health insurance (gesetzliche Krankenversicherung, or GKV), a key part of the government's reform agenda.

With Warken's appointment, the Union will have a woman on the coalition committee (Koalitionsausschuss) for the first time. Until now, only Bärbel Bas, the SPD's Labor Minister, represented women on it.

Carsten Linnemann, the CDU's Secretary-General, is leaving party leadership to become Health Minister. He will oversee, among other duties, the Pflegereform (long-term care reform). Merz approached him about the position on July 21, 2026.

Linnemann has declared his intention to reduce the roughly 90 GKV insurance funds to just ten.
