Russia: State Duma adopts 'civil death' law against exiled opponents
Russia's State Duma, the lower chamber of the Federal Assembly of the Russian Federation, adopted on July 22, 2026 a law described as 'civil death' by the Kremlin itself. The legislation strips political opponents who have fled Russia of access to Russian banking services, the ability to conduct property transactions in Russia, and access to Russian consular services abroad. On the same day, ambassadors of European Union member states gathered in Brussels to attempt to finalize the 21st sanctions package against Moscow, following several unsuccessful previous attempts to reach consensus.
